Construction (Design and Management) Regulations 2007
DEMONSTRATION OF COMPETENCE
BARRY ROBERTS CHARTERED ARCHITECT Dip Arch RIBA AABC
While CDM 2007 recognises that membership of such professional bodies as the RIBA is a good indication of relevant competency under the regulations, the practice has ready access to additional competent health and safety advice both on general health and safety and relating to construction health and safety issues, from Safetymark Consultancy Services, Elm Road, Sydney Cottages, Claygate, Surrey KT10 0EJ, Tel 01372-462277.
Training has taken place initially with a three-day course on the earlier CDM Regulations, organised by RIBA SE Region in September 1995 and subsequently updated by short seminars relating to CDM 2007. The RIBA CPD Core Curriculum requires a minimum of 2 hours training per year, which is exceeded in practice and recorded on-line by the RIBA, this is to ensure that I maintain the skills and understanding necessary to discharge my duties as a Designer. I am also registered with HSE Construction Infonet, a monthly e-bulletin advising of changes in regulations, accident statistics and inspection initiatives.
Monitoring of training is carried out by the RIBA which randomly selects 5% of the membership each year to checked for compliance. This practice has recently been checked and found to comply.
With regard to accident records, I have not suffered or contributed to a site accident in 38 years of full-time practice.
On the issue of hazard elimination and risk control, the scale of work undertaken by this practice and the absence of employees reduces risks from poor co-ordination. Where other consultants or specialist advice is appropriate, Design Team meetings are arranged. During the design stage, the Principles of Prevention are followed and significant risks are recorded and actions noted.
This practice designs to meet the requirements of the Workplace (Health Safety and Welfare) Regulations 1992.
Any changes needed to the specified work would be brought to the attention of the Architect by the Contractor, thus ensuring the principles of prevention can be applied as necessary. All instructions and all site meeting minutes are issued to the CDM Co-ordinator.
